Peak-Hour Factor

PHF accounts for peaking within the analysis hour. V is the hourly volume (veh/h) and V15 is the highest 15-minute count in that hour. PHF ≤ 1; urban peaks often 0.80–0.95. HCM service-flow rate uses v = V / PHF (or the peak 15-min rate expanded ×4). A PHF of 1.00 means a perfectly uniform hour.
